A chemical wholesale company sells products that are regulated differently depending on where they are going. Some cannot ship to certain states or regions at all. Others can ship only to customers who hold the right licence or certification. On top of that, various states and regions require specific notices to be shown to the customer at the point of sale.
Standard WooCommerce has no concept of any of this, so the client was left enforcing shipping restrictions and compliance messaging by hand, which does not scale and carries real regulatory risk if an order slips through to the wrong place.
One rules engine where every rule matches on the same order conditions, whether product, category, shipping destination, or payment method, and then either restricts shipping or shows a notice.
For the regulated products, rules block or flag shipping to destinations that are not allowed, and where a licence or certification is required, the customer must complete that acknowledgement before checkout. For the state and region messaging, notices display exactly where they are needed: the product page, cart, checkout, order emails, or the admin order screen.
Everything lives on one screen, works with both the classic and block cart and checkout, and the whole rule set exports and imports as a single CSV for backup or migration.
Regulated shipping and state-by-state notices are enforced by rules, not by hand.
We built it for a chemical wholesaler, but while building it we realised the same rules engine applies to any US business that has to respect state-level restrictions: firearms, hazmat, medical supplies, and beyond. We structured the work as build-and-licence. The client got the system built at a reduced rate, and it is now available as a product to other regulated sellers facing the same problem.
